Урок английского языка, который является одним из завершающих по теме "Western Democracies" учебника английского языка для X-XI классов, авторы В.П.Кузовлев, Н.М.Лапа.


Тема урока: Political systems


Образовательная цель: Знакомство с основами политического устройства ХМАО-Югра.


Воспитательная цель: Осознание реалий родной культуры.


Развивающая цель: Развитие способностей к сравнению, формулированию выводов из полученной информации.


Методы: метод эвристического исследования, наглядно-иллюстративный метод, проблемно-поисковый.


Оснащение: мультимедийный проектор, 3 компьютера или ноутбука, ЦОР: двуязычный DVD «Ханты-Мансийский автономный округ» Администрация Губернатора ХМАО-Югры Комтет по информационным ресурсам, тексты для чтения, карточки с определениями политических терминов, флаги США, России, Великобритании.


Ход урока:

I. Мотивация

В начале урока звучит гимн Российской Федерации (один куплет)

Teacher (T): Good afternoon, children! I'm happy to see you! We have begun our lesson with the national anthem of our country. We are all citizens of Russia. In my opinion a man can't live outside a state. The life of citizens depends on the political system of the state. I'm convinced that every citizen has to know everything about it. That's why our theme today is "Political systems". Today we will talk about the main parts of different political systems. Imagine that we are participants in a conference about the political systems of different countries. You will be divided into three groups. The first group will be politicians from Russia. The second group will be politicians from the USA. The third group will be politicians from the United Kingdom. (На столы групп ставятся флаги стран).

II. Повторение и обобщение учебного материала

T: All political systems have the same parts. But there are many other kinds of differences. Now we'll make them clear. Choose a representative from your group. He or she must go to the blackboard and complete the right information in the table.

По одному представителю от каждой группы заполняют колонку о своей стране, используя, предложенные части политического устройства на доске.

Во время работы трёх учеников у доски со всеми остальными организуется работа по повторению политических терминов. Для этого используются карточки, у которых на одной стороне напечатано определение термина. А на другой стороне - термин. Затем каждая группа должна дать по два определения для каждой группы устно.

T: Try to guess the political terms using their definitions:

T: Choose a pair of representatives from your groups. They must go to the blackboard and talk about the political system of their country. We check the answers of the first representatives.

Группы выбирают двух представителей, они выходят к доске и рассказывают о политической системе своей страны. Проверяются письменные ответы первых представителей на слайде.


III. Развитие навыков чтения с выбором информации и речевых умений


T: Our region also has its own political system. Try to fill in a chart of this political system's hierarchy.

Ученикам предлагается слайд для заполнения таблицы, где изображается схема, в которой даны только определения. Опираясь на них, а также дополнительную информацию для чтения (информация из DVD, приложение 1), учащиеся заполняют свои схемы в группах, записывают и озвучивают их.

IV. Повторение грамматического материала; индивидуальная работа


T: What is the most important part of the political system? (Ученики высказывают свои мысли.) I agree with you: the head of the state - the leader. Who is the leader in your group? Выбирается по одному представителю от группы, которые садятся за компьютеры и выполняют предложенное задание.

V. Активизация лексики


T: In my opinion, the policy of the state depends on the leader of the state. This man should have various special qualities. Look at the screen and choose only the positive qualities of the right leader.

Учащиеся составляют синквейны (пятистишия) о своих лидерах, затем зачитывают их для других групп.


VI. Активизация грамматического материала


T: The leaders of your groups are also very skilled, gifted and prudent. They tried to determine the functions of the departments of Khanty-Mansiysk Autonomous Okrug- Ugra. Listen to them and make notes in your tables.

На мультимедиа появляется информация о департаментах автономного округа Югра, учащиеся, которые работали индивидуально, рассказывают, чем должен заниматься каждый из департаментов, используя модальный глагол shall, остальные делают заметки в свои схемы.

The Governor of the Khanty-Mansiysk Autonomous Okrug is the highest official of the Khanty-Mansiysk Autonomous Okrug - Ugra.


The President of the Russian Federation makes propose to the Duma of the Autonomous Okrug about the candidature of the Governor of the Autonomous Okrug in accordance with the federal law within the period, adopted by the federal law.


The Duma of the Autonomous Okrug considers the candidature of the Governor of the Autonomous Okrug, proposed by the President of the Russian Federation within the period, adopted by the federal law, and makes the decision in order and within the period, adopted by the federal law.


A citizen of the Russian Federation who has achieved the age of 30 years can be elected as the Governor of the Autonomous Okrug.


A citizen of the Russian Federation is vested with authority of the Governor of the Autonomous Okrug for a term of five years.


The Governor of the Autonomous Okrug begins the execution of the office on term, adopted by the Decree of the Duma of the Autonomous Okrug on vesting a citizen of the Russian Federation, with authority of the Governor of the Autonomous Okrug.


Before beginning the execution of his office the Governor of the Autonomous Okrug shall take the following oath: "I do swear that while executing the authority of the Governor of the Khanty-Mansiysk Autonomous Okrug - Ugra I will observe the Constitution of the Russian Federation and federal laws, the Charter and laws of the Khanty-Mansiysk Autonomous Okrug - Ugra, protect the interests of the population of the Autonomous Okrug".

The Government of the Autonomous Okrug is a permanent superior executive body of state power of the Autonomous Okrug. Structure and formation order of the Autonomous Okrug Government are regulated by Charter and Law of the Autonomous Okrug.


The Government of the Autonomous Okrug is responsible and accountable to the Governor of the Autonomous Okrug and Duma of the Autonomous Okrug as well regarding the execution of laws of the Autonomous Okrug.


The Government of the Autonomous Okrug is a legal entity and possesses an armorial stamp.


The Government of the Autonomous Okrug consists of the Chairman of the Government of the Khanty-Mansiysk Autonomous Okrug - Ugra, Deputies Chairman of the Government of the Autonomous Okrug and other members of the Government of the Autonomous Okrug.


The Governor of the Autonomous Okrug can fulfils the duties of the Chairman of the Government of the Autonomous Okrug.


The Chairman of the Government of the Autonomous Okrug, Deputies Chairman of the Government and other members of the Government of the Autonomous Okrug are appointed and dismissed by the Governor of the Khanty-Mansiysk Autonomous Okrug - Ugra in accordance with Legislation of the Autonomous Okrug.


The Presidium of the Government of the Khanty-Mansiysk Autonomous Okrug - Ugra which carries out its activity in accordance with the Law of the Autonomous Okrug about the Government of the Autonomous Okrug is formed by the Governor of the Autonomous Okrug to solve the issues rapidly.

The Representative Legislative Body of the State Authority


The chairman of the Duma

The Duma of the Khanty-Mansiysk Autonomous Okrug - Ugra was formed in accordance with Constitution of the Russian Federation.


Elections to the Duma were firstly held on March 6, 1994.


Sergey S. Sobyanin was elected the Duma Chairman at the first meeting. Legal basis formation was the key direction of state and municipal construction activity of the Khanty-Mansiysk Autonomous Okrug - Ugra.


On April 6, 1995, Charter (Basic Law) of the Khanty-Mansiysk Autonomous Okrug - Ugra was adopted. Laws about deputy's status, Accounting chamber, Governors evections, flag and symbol. status of the Khanty-Mansiysk Autonomous Okrug - Ugra, general principles of regional self-government were adopted at the first convocation.


Elections to Duma of the Khanty-Mansiysk Autonomous Okrug - Ugra were held on October 27, 1996. Formation of legal basis for efficient nature management in environment protection, laws adoption on social and economic development of the region have become a significant achievement in lawmaking of this period. Segey S. Sobyanin was elected the Duma Chairman at the first meeting. Petr S. Volostigov was elected the first deputy Chairman, Lubov A. Chistova - deputy on social policy, Vasily S. Solndykov - deputy Chairman on issues of indigenous small-in-number peoples of the North.


In December 1996 Assembly of representatives indigenous small-in-number Northern peoples which actively participated in development and adoption of legal acts, laws and programs protecting Khanty and Mansi people.


On January 4, 2001 on the basis of Law "On elections of deputies of the Duma of the Khanty-Mansiysk Autonomous Okrug" elections of the Duma third connovocation were held. On January 30, 2001 Vasily S. Solndykov was elected a Duma Chairman. Alexander V. Titov was elected the first deputy Chairman, Lubov A. Chistova and Eremei D. Aipin - deputies Chairman.


On March 12, 2006, elections to the Duma of the Khanty-Mansiysk Autonomous Okrug - Ugra of the fourth convocation were firstly held on mixed elective system: regarding parties lists, constituencies and single 3-constituencies area.


Vasily S. Solndykov was elected a Chairman, Alexander I. Salnikov, Alexander N. Sidorov, Eremei D. Aipin - deputies Chairman.


Okrug Duma of the fourth convocation qualitatively differs from the previous: 28 people are its deputies. 22 deputies of political party "Edinaya Rossia" (United Russia) who are in the group "Edinaya Rossia" of the Okrug Duma, are the parliamentary majority. There are three deputies in the Assembly of indigenous peoples of the North, two represent LDPR, 2 - KPRF, 1- "Russian party of pensioners".

Judicial power

Court of the Autonomous Okrug was founded in December 1931 in connection with Ostyako-Volulsky nation Okrug foundation.


Decree #482 of Small presidium of Ural regional executive committee, dated May 20, 1931, is kept in state archive. "Regulations on Okrug and District meetings of Councils, Okrug and District executive committees of Nenetsky and Ostyako-Volulsky Okrugs" was adopted by this Decree. Foundation of Okrug Courts consisting of one chairman, one member of the Okrug Court, including Ostyako-Volulsky Okrug, was stipulated by the Regulations.


In 1944 Tyumen Region, comprising the Khanty-Mansiysk national Okrug, was founded by Decree of the Presidium of Supreme Soviet of the USSR.


Since adoption of RF Constitution in 1993 the Court of the Autonomous Okrug has become an equal court of the member of the Russian Federation.


Board of Court Department in the Khanty-Mansiysk Autonomous Okrug, providing organization of courts of general jurisdiction, was founded in 1998.


Institute of lay justice was introduced in accordance with Federal Law #188-fz "On Justices of the Peace in the Russian Federation" dated December 17, 1998, in the Okrug.


The judicial power in the Khanty-Mansiysk Autonomous Okrug is executed by the Court of the Khanty-Mansiysk Autonomous Okrug, the Court of the Khanty-Mansiysk Autonomous Okrug, 21 town/district courts, Surgut Garrison Military Court and 74 Justices of the Peace, formed according to the Federal Constitution Law, adopting the basis of the existing judicial power of the Russian Federation.


The Arbitration Court of the Khanty-Mansiysk Autonomous Okrug solves economic differences and observes other cases with participation of organizations - juridical persons, citizens, carrying out enterprising activity without juridical person foundation and possessing a status of individual businessman, received in the established order.


The Okrug Court of the Khanty-Mansiysk Autonomous Okrug transacts more complex criminal and civil cases as a Court of the first instance. Besides, it operates as a Court of the second instance, carrying out cassation court procedure.


According to the Constitutional Law "On Legal System of the Russian Federation" District/Town Courts transact business as a Court of the first and second instance and carry out other powers, stipulated by the Federal legislation.


Military Garrison Court transact business, concerning military men on the territory of the Khanty-Mansiysk Autonomous Okrug and Yamalo-Nenets Autonomous Okrug.


Justices of the Peace of the Russian Federation are the justices of the general jurisdiction of the subject of the Russian Federation and are within the united judicial system of the Russian Federation. Authorities, order of activity of the Justices of the Peace of the Russian Federation is stipulated by Law of the Khanty-Mansiysk Autonomous Okrug #49-OZ of June 27, 2003 "On Order of appointment and activity of the Justice of Peace in the Khanty-Mansiysk Autonomous Okrug". According to item 3 of the Federal Law "On Justices of Peace in the Russian Federation" the Justice of Peace transacts the following cases in the first instance:


criminal cases about crimes, for perpetration of which the maximal penalty can be fixed, not over 3 years of incarceration;


cases about justice order grant;


divorcement cases if there is a controversies about children between the spouses;

matrimonial assets division between the spouses;

other cases, concerning family-legal attitudes, except fatherhood (motherhood) contest; affiliation, annulment, adrogation;

property controversies while estimating the risks, not more than 500 minimal living wage, adopted by the Law at the moment of application filing;

cases, on the base of labor attitudes, except cases of reinstatement in employment;

cases about the order of land parcels, buildings and other real property usage;

cases of administrative offenses within the competence of the Justice of Peace by Codex of the Russian Federation on Administrative offenses.


In accordance with the federal law "On bodies of judicial community in the Russian Federation" judicial council and qualifying judges board of the Autonomous Okrug have been founded.
