THE AMERICAN SYSTEM OF GOVERNMENT

The government system in the United States - federal, state, country, and local.

There are, however, several basic principles, which are found at all levels of American government. One of these is the "one person, one vote" principle which says that legislators are elected from geographical districts directly by the voters. Under this principle, all election districts must have about the same number of residents.

The House of Representatives controls spending and finance, so the Presi¬dent must have its agreement for his proposals and programmes. He cannot declare war, either, without the approval of Congress. In foreign affairs, he is also strongly limited. Any treaty must first be approved by the Senate. If there is no approval, there's no treaty. The rule is "the President proposes, but Congress disposes. "What President wants to do, therefore, is often a different thing from what President is able to do".

The President

Term of office - Elected by the people to a four-year term; limited to two elected terms. Salary - $200,000 plus $ 50,000 allowance for expenses, and up to S 100,000 tax-free for travel and official entertainment.

Inauguration - January 20, following the November general election.

Qualifications - Native-born American citizen at least 35 years old and at least 14 years a resident of the United States.

Chief power and duty - to protect the Constitution and enforce the laws made by Congress.

Ex 8. Read the texts and mark the new information.

The United States Government

The Constitution of the United States is the central instrument of American Government and the Supreme Law of the land. For 200 years, it has guided the evolution of govern-mental institutions and has provided a basis for political stability, individual freedom, economic growth and social progress. The American Constitution is the world's oldest written constitution in force, one that has served as the model for a number of other constitutions around the world. The Constitution owes its staying power to its simplicity and flexibility.

The Legislative Branch

The legislative branch is the only branch that can make federal laws, impose federal taxes, declare war or put foreign treaties into effect. It consists of a Congress that is divided into two groups called "Houses".

• The House of Representatives is made up of lawmakers who serve two- year terms.

• The Senate is made up of lawmakers who serve six-year terms.

A law begins as a proposal called a "Bill". It is read, studied in

committees, commented on and amended in the Senate or House Cham¬ber in which it was introduced. It is then voted upon. If it passes, it is sent to the other House where a similar procedure occurs. When both Houses of Congress pass a bill on which they agree, it is sent to the President for his signature. When it is signed, the Bill becomes a law.

The executive branch: The President The Executive Office of the President The Vice President

The chief executive of the United States is the President, who, together with the Vice President, is elected to a four-year term. A President can be elected to only two terms. The powers of the President are enormous, but not without limitations. The President can propose laws to Congress or veto any bill passed by Congress. This veto can be rejected by a two-thirds in both the Senate and House of Representatives.The President can appoint federal justices but these have to be approved by the Senate. Within the executive branch, the President has broad powers to issue regulations and directives. The President is Commander-in-Chief of the armed forces.

The President appoints the heads and senior officials of the executive branch agencies.

The President is responsible for foreign relations with other nations.

The judicial branch The Supreme Court

The judicial branch is headed by the Supreme Court. It consists of a Chief Justice and eight Associate Justices. The Court's most important function is to say if legislative or executive branches act according to the Constitution.

The main political parties

Today, the United States has two major political parties. One is the Demo-cratic Party, which its origin from Thomas Jefferson's party, formed before 1800. The other is the Republican Party, which was formed in the 1850s, mostly by people in the states of the North and West who were against the expansion of slavery.
